Official Lincoln County Jail Roster

The official local custody path is the Lincoln County Jail page and its "Who is in Custody" route, which redirects to the public JDS roster at jdsinc.net/orlincoln. The roster is free and did not require a login in the research inspection. It is a current-custody list for Lincoln County Jail in Newport, not a statewide inmate database and not a complete historical booking archive.

The roster covers adults in custody at Lincoln County Jail, including people arrested by the Lincoln County Sheriff's Office, Newport Police Department, Lincoln City Police Department, Toledo Police Department, Oregon State Police, parole and probation, and other local agencies. Sheriff Adam D. Shanks is listed on the Sheriff's Office page. The roster displays a run date and time, so always read that timestamp before deciding a person is missing.

The roster does not replace the Oregon Department of Corrections search, the Federal Bureau of Prisons locator, or the ICE detainee locator. A Lincoln County arrestee who is sentenced to state prison moves into ODOC systems such as Oregon Offender Search and VISOR. A federal sentenced person is searched through BOP. An immigration detainee is searched through ICE. A county detainer or hold line does not mean the person has already moved into one of those systems.

How to Use the Lincoln County Inmate Roster

The Lincoln County roster is a list, not a normal search form. The inspected page did not show a name box, booking-number field, facility dropdown, date picker, sort menu, export button, reset control, or pagination. Practical searching is done by opening the roster, checking the run date/time, scanning the male and female groupings as present, and using the browser's find command for the person's last name.

2. Open the JDS roster and note the run date/time at the top of the page.
3. Use browser find for the last name, then confirm the first name and middle name or suffix.
4. Read the full entry, including charges, current disposition, total bail, SID, book date, attorney, next court date, arresting agency, and release date when shown.
5. If the person is not listed, call the jail at 541-265-4277 for current-custody questions, or use the LCSO records request process for records copies.

Lincoln County Roster Search Fields and Limits

The public roster exposes system and record fields rather than search-input controls. That matters because many commercial sites imply that Lincoln County has a searchable archive by name, booking number, and date range. The official source found in the research is narrower: it is a current roster generated for Lincoln County Jail.

What a Lincoln County Inmate Record Shows

A roster entry is a custody snapshot, not a conviction record. Lincoln County entries can carry multiple charge lines and different status text by line. Some entries use prosecution or court-action terms such as DA's Office Did Not File Charge, DA's Office Did Not Take Action, Dismissed, Opened In Error, Conditional Release, Charges/Detainer For Another Jurisdiction, Serving A Parole/PPS Sanction, Pretrial, Awaiting Pretrial Arraignment, Sentenced, and Initial Jail Sentence.

Booking Records by Public Records Request

For records beyond the current roster, use the Lincoln County Sheriff's Office records process. The county public records page states that Sheriff's Office records require the LCSO PDF form rather than the generic county form. The Support Services Division says many Sheriff's Office records are routinely available for a fee, but legal exceptions can restrict release and records staff may explain whether information is releasable later.

The LCSO form asks for requester name, phone, mailing address, optional email, lawsuit/tort-claim status, immigration-enforcement purpose, record type, incident date and time, case number, location, incident type, subject names, relationship to the case, and a description of the requested records. It includes checkboxes for Police Incident Report, Dispatch Report, Photos/In-Car Video, Records Check, and Other.

The Sheriff's Support Services page is the local records fallback when the roster is too limited.

Records requests are the better route for copies of reports, dispatch logs, photos, and video, while the live roster remains the faster custody check.

County Jail, ODOC, BOP, ICE, and VISOR

Lincoln County has one official adult local custody facility in the research: Lincoln County Jail. No ODOC prison, BOP prison, ICE detention center, or separate city jail was located inside the county. Newport, Lincoln City, Toledo, and other agencies may arrest people locally, but adult custody after booking routes to the county jail roster unless the person is moved to another system.

Most custody, bail, and roster questions route to the jail. Records copies route to the Sheriff's Office records contact at the administrative office. Court calendars and formal filed charges route to Lincoln County Circuit Court and Oregon Judicial Department systems.

Booking, Court Dates, Bail, and Release Dates

A local booking usually begins with an arrest or hold by LCSO, Newport Police, Lincoln City Police, Toledo Police, Oregon State Police, or parole/probation. The person is transported to Lincoln County Jail at 251 W Olive Street. Intake creates a local Jail ID and records name, charges or holds, arresting agency, SID if available, book date, property, security screening, classification, and court or bail information as it becomes available.

Bail money may be mailed or dropped off at the jail. The county FAQ says exact cash or certified check payable to Lincoln County Sheriff may be used, and the adult in custody's name should appear in the memo for a certified check. Confirm holds, detainers, parole/PPS sanctions, warrants, and release conditions before assuming a posted amount will result in release.

Visitation, Mail, Phone, and Commissary

Lincoln County's official sources provide more public detail for mail, phone, video, commissary, and deposits than for a fixed in-person visitation schedule. Mail should be addressed to the adult in custody's name, c/o Lincoln County Jail, 251 W Olive Street, Newport, OR 97365. Include the sender's full first and last name and address in the return address. Mail between adults in custody must go through USPS, may be inspected, and cannot violate the mail policy.
