The roster is free and did not require a login in the research inspection. It is a current-custody list for Lincoln County Jail in Newport, not a statewide inmate database and not a complete historical booking archive.
The roster covers adults in custody at Lincoln County Jail, including people arrested by the Lincoln County Sheriff's Office, Newport Police Department, Lincoln City Police Department, Toledo Police Department, Oregon State Police, parole and probation, and other local agencies. Sheriff Adam D. Shanks is listed on the Sheriff's Office page. The roster displays a run date and time, so always read that timestamp before deciding a person is missing.
The roster does not replace the Oregon Department of Corrections search, the Federal Bureau of Prisons locator, or the ICE detainee locator. A Lincoln County arrestee who is sentenced to state prison moves into ODOC systems such as Oregon Offender Search and VISOR. A federal sentenced person is searched through BOP. An immigration detainee is searched through ICE. A county detainer or hold line does not mean the person has already moved into one of those systems.

What a Lincoln County Inmate Record Shows
A roster entry is a custody snapshot, not a conviction record. Lincoln County entries can carry multiple charge lines and different status text by line. Booking Records by Public Records Request
For records beyond the current roster, use the Lincoln County Sheriff's Office records process. The county public records page states that Sheriff's Office records require the LCSO PDF form rather than the generic county form. The Support Services Division says many Sheriff's Office records are routinely available for a fee, but legal exceptions can restrict release and records staff may explain whether information is releasable later.
The LCSO form asks for requester name, phone, mailing address, optional email, lawsuit/tort-claim status, immigration-enforcement purpose, record type, incident date and time, case number, location, incident type, subject names, relationship to the case, and a description of the requested records. It includes checkboxes for Police Incident Report, Dispatch Report, Photos/In-Car Video, Records Check, and Other.

Lincoln County has one official adult local custody facility in the research: Lincoln County Jail. Booking, Court Dates, Bail, and Release Dates
A local booking usually begins with an arrest or hold by LCSO, Newport Police, Lincoln City Police, Toledo Police, Oregon State Police, or parole/probation. The person is transported to Lincoln County Jail at 251 W Olive Street. Intake creates a local Jail ID and records name, charges or holds, arresting agency, SID if available, book date, property, security screening, classification, and court or bail information as it becomes available.
The roster often lists a next court date and attorney field, but court records control formal filed charges. Mail should be addressed to the adult in custody's name, c/o Lincoln County Jail, 251 W Olive Street, Newport, OR 97365.
